The LRC said the public service work to rule due to start today could have a severe impact on the economy, and has agreed to separate the two from their impending boxing match. An estimated 300,000 members of trade unions, including local authori- ty, civil service, health and education workers are due to begin industrial action today over pay cuts. Kieran Mulvey, chief executive of the LRC, said on RTs The Week In Politics it was keen to get involved with public service unions and man- agement to see how can we identify the current issues that are leading to dispute. We are effectively playing by no rules and that is my concern and that is the concern I think the commission has at the moment, Mr Mulvey said. Will we spend the next 12 months as the Labour Relations Commission literally as a boxing referee between employers and trade unions while they punch themselves to death over 15 rounds? That is not our function. Our func- tion is to settle disputes. I am not pre- pared to allow the resources of the commission to be used over the next 12 months... literally standing by just being a referee. Mr Mulvey added: I think within a very short period we would end up with gridlock in this state if all the services were to activate their ac- tion in a build-up over the next number of months. On the same programme, Tnaiste Mary Coughlan said she could not give assurances against more pay cuts this year. We are not in a position to do any of those things in the context of having to realise 3billion of further savings, give or take, next year, she said. It is not just now that we have to deal with the issue of public service pay and conditions and work practic- es, but we have another two budgets to get through.
