The figures were welcomed by EU development ministers at emergency talks. EU governments have now jointly pledged 92million, and have promised to play a full part in recovery efforts, including the dispatch of experts as part of UN efforts on the ground. Aid efforts need a controlling voice LACK of coordination is seriously hampering aid efforts in Haiti. Charity Goal claimed despite the best intentions of aid agencies, the whole operation needs a single, controlling voice. With looting and rioting among survivors becoming a more immediate danger than the lack of food, water and shelter and the threat of disease security and access are major issues, said the charitys chief executive John OShea. THE agonising trickle of water, food and medical supplies into earthquake-wrecked Haiti failed to calm mounting anger, violence and resentment on the capitals streets last night. Haitians tormented by sickness and starvation expressed their anguish at the sight of so many Western officials and aid workers, but so little actual help. White guys, get the hell out, was one of the cries in the capital Port-au-Princes Bel-Air slum. And a policeman chasing looters who were continuing to go on the rampage yesterday pleaded for ef- fective foreign intervention. Dosainvil Robinson said: We do not have the capacity to fix this situation. Haiti needs help. The Americans are welcome here, but where are they? We need them here on the street with us. Amid fractious exchanges in Port-au-Prince last night, gangs of youths were seen battling with broken bottles, machetes and ra- zors over rum supplies. Other groups scrapped over loot- ed stocks of toothpaste, with peo- ple rushing to smear the paste be- neath their noses to stave off the smell of decaying corpses. During UN secretary-general Ban Ki- moons visit, one man shouted at him: We dont need military aid what we need is food and shelter. European countries, including Ireland, yesterday promised sums that could rise to more than 400million, in response to last Tuesdays quake whose death toll could top 200,000. Dead bodies were still piling up in the streets and barely-alive peo- ple were being pushed around in wheelbarrows or clasping on to other peoples backs. Relief organisers did insist they were finally starting to see some progress as blocks on aid getting through began to ease a little. The UN World Food Programme said it was providing meals to 97,000 people yesterday but still far short of their 2million target.
