Sergeant David Budwah, 34, will be reduced in rank to private and dishonorably discharged after any appeals. He must forfeit all pay and benefits during his confinement and is subject to up to 3 1/2 years of additional prison time if he re-offends within two years. Sgt Budwah claimed to have post-traumatic stress disorder. MARINE investigators have called for a drink driving ban at sea after a trainee sailor drowned at port. Brian Daly, 20, was pulled from the water in Swansea docks three days after he disappeared from the cargo ship MV Arklow Willow in December 2007. The seaman from Co Offaly had high levels of alcohol in his blood because he went drinking before starting duty. Irelands Marine Casualty Investigation Board report on the tragedy recommended new laws allowing for the breath testing of sailors. In the absence of such laws, the board said shipping companies should provide on-board alcohol-testing kits for random testing and review their alcohol and drug policies. Call for drink ban after sailor drowns FRIENDS and family of a well-known athletic publican who died in a car crash are each to run a mile of the Dublin Marathon in his honour. Popular businessman Dave Kelly died in a road accident near Moycullen, Co Galway on October 3. The 39-year-old distance runner, a diabetic, had entered the race, and organisers have now given 26 friends, family and colleagues a special entry to get his number 840 across the line on Monday. A friend suggested the relay tribute at his funeral and Dublin Marathon race director Jim Aughney gave 26 runners a special pass to carry Daves number. His wife, Joan, and daughters, Ruth, 11, and Alice, nine, will complete the last leg hand-in-hand. Familys marathon tribute to runner DISSIDENT republicans have been blamed for an explosion which damaged the perimeter fence of a Territorial Army barracks in Belfast early yesterday. Technical experts confirmed it was caused by a viable explosive device and police said it was fortunate nobody was killed. Neighbours heard a loud bang after a device was thrown over the front gate of the TA centre and a man was seen running away. It was the latest in a series of attacks by dissidents opposed to the peace process in Northern Ireland. Last week, a booby trap bomb went off underneath a sports car owned by a police officers partner. The Police Service of Northern Ireland said shrapnel from the device, which could have killed or maimed, was found in neighbouring streets.
