METRODigest ART experts believe they may have found the worlds oldest painting to feature a watch. Curators at Londons Science Museum are investigating what is thought to be the 450-year-old portrait of an Italian nobleman holding an intriguing golden timepiece. The subject is thought to be Cosimo I de Medici, Grand Duke of Tuscany, painted by renaissance master Maso da San Friano in about 1560. Horologists believe the image may well be the oldest to show a true watch. Museum curator Rob Skitmore who is showing the piece in the Measuring Time gallery said the watch is thought to be from southern Germany. A 17-YEAR-OLD was questioned yesterday after a man was wounded in a shooting incident. The teenager was arrested after a 22-year-old was hit in the lower body at around 5am in Finglas, north Dublin. The man was taken to Connolly Hospital in Blanchardstown to be treated for his injuries, which are not thought to be life threatening. The shooting took place on the street on Mellows Avenue, a residential part of the suburb. Officers arrested the teen nearby and took him to Finglas Garda station, where he was being held under section 30 of the Offences Against the State Act. Meanwhile, a man has been arrested by Garda investigating a shooting incident in Co Louth. A number of shots were fired at two houses at the Slieve Foy Park in Dundalk in the early hours of yesterday. The incident is believed to be linked to a row which had broken out at a party. No-one was injured. A litre of petrol now costs an average of 115.6c, down 2.4c since last month. Diesel fell even more slightly, down 1.4c to an average of 105.3c. Conor Faughnan (pictured), AA director of policy, said the biggest threat to drivers pockets is the upcoming Budget. [Carbon Tax] is an entirely cynical name for a tax that is only about generating revenue. Putting extra taxes on petrol and diesel does not make a blind bit of different to carbon levels. We already pay almost 70 per cent on the price of a litre in excise duty and in VAT. Carbon gives a new name to an old strategy hit the motorist, the ideal captive market for price rises, he said. Pre-budget petrol and diesel price fall HEALTH chiefs were criticised after a family learned that their disabled daughter had died of swine flu two days after she passed away. Orla OKane, 14, was taken ill last Sunday and was rushed to Derrys Altnagelvin Hospital in the North, where she was pronounced dead a short time later. The SDLPs Pat Ramsey said the family was particularly distressed at the delay in hearing the news because a brother of Orla had now contracted the virus. I understand the Department of Health knew on Thursday the parents should have been the first port of call to protect themselves and others around them, he said. Clearly, the family would have handled the wake and funeral arrangements very differently if this had been confirmed in good time. Mr Ramsey said that he intended to raise the issue with health minister Michael McGimpsey. The death is the fifth related to swine flu in the North. Foreign Affairs Minister Michel Martin said efforts are being made to secure his safety. Theres very intensive efforts being made by the local population there as well because hes very well loved by the local community and the minister confirmed that to me that the fathers are held in the highest esteem because of the great work theyve done down through the years, Mr Martin said. He said that local government needs to be reformed to allow TDs to concentrate on their Oireachtas duties rather than on local issues. He added: If you have a system where TDs are elected to hold Government to account, to scrutinise legislation, to hold State and semi-State bodies to account, to initiate policies, and that theyre not dependent on how well they can deliver a medical card [to be re- elected], then you could have a consider- ably less number of TDs in the Dil. He said that electoral reform was in- cluded in the Programme for Govern- ment. However, Dr Gerard Hogan, a constitu- tional law expert from Trinity College, said a referendum on the Seanad would be complicated, adding the Seanad was of systemic importance to the Irish con- stitution. new calls to reform the oireachtasby JoaNNE aHERNRADICAL reform of the Oireachtas is needed to make it more relevant, Minis- ter for Transport Noel Dempsey has claimed. He was speaking following Fine Gael leader Enda Kennys pledge over the weekend to scrap the Seanad and reduce the number of TDs by at least 20 if elected. Addressing Fine Gaels annual presi- dential dinner fundraising event at City- west Hotel in Dublin, Mr Kenny said he would hold a referendum on the future of the Seanad within a year of being elected. His plans, which would see the biggest overhaul of the Oire- achtas in 70 years, would save an estimated 150million over a Dil term, he claimed. He said: I have come to the conclusion that a second house of the Oireachtas can no longer be justified. Our two-tier Oire- achtas is an odd man out in Europe. Two- thirds of all European Parliaments are unicameral [just one chamber]. Mr Kenny also promised public sector reform, leading to a smarter, more nim- ble State. Scrap the Seanad and reduce TDs
