The funding will be distributed through Science Foundation Ireland, with both universities and industry involved in the project. Announcing the funding, Tnaiste Mary Coughlan said the Irish Financial Services Centre currently generates approximately 22billion in service exports annually. Ms Coughlan said the creation of the new Strategic Research Cluster built on this and dispelled any notion that scientific research was removed from day-to-day economic activities. Unions and opposition parties hit out at the payment to Professor Brendan Drumm when hospital budgets are being slashed, beds being closed and nurses threatening industrial action. The Irish Nurses Organisation (INO) claimed the bonus payment to the chief executive of the Health Service Execu- tive (HSE) could have been used to em- ploy two new nurses. Fine Gael said the figure was unjustifi- able. A 70,000 bonus, twice the aver- age industrial wage, on top of a 320,000 salary for the head of our broken health service is outrageous at a time when 300 patients were lying on trolleys around the country, said the partys health spokesman Dr James Reilly. Ms Harney said the approval of the bo- nus was not a matter for her as Minister of Health. The last thing we need is a meddling minister getting involved in contractual issues around individuals, said Ms Harney. This is a matter for the board of the HSE. Prof Drumm became chief executive of the new HSE in August of 2005 with the aim of reforming the health system. But as the States coffers plummeted the health service was hit with massive budget cuts. Last month, Prof Drumm warned next years funding would be cut by a further 800million. The HSE confirmed the performance- related award was approved in 2007, adding it had suspended any awards for 2008.
