D Thursday, September 24, 2009 METRO By david young Rapist arrested after 10 months on the run A HIGH-rIsk sex offender who had been on the run from police in the North for more than ten months has been re-arrested by garda in Co Monaghan. Ernest George Finlay, 54, who has a double conviction for rape, was detained on Wednesday night. Finlay, from Aughnacloy in Co Ty- rone, went missing last November after failing to comply with his post- release conditions. At that time he had been living in the community under supervision. The Category Three offender was arrested by garda after a tip-off from the PsNIs Public Protection Unit. PsNI superintendent Brian kee praised his counterparts south of the border for their assistance. It is a support that we would want to publicly acknowledge, he said. Mr kee said garda had also arrested three men in connection with an armed robbery at a bank in Co Fer- managh. The arrests over the robbery and the missing offender are quite typical of the close and unstinting support we have had from An Garda sochana in a number of operations in recent times, he said. Noel Brett, CEO of the rsA, said 26 per cent of driving instructors had failed the theory test, while 20 per cent had failed the practical test. Instructors had to undergo a test set by the rsA, as all instructors have to be registered by that body.
